Aneh, Pengawas Internet Kok Disuruh Kerja ala PNS?

Jakarta - Ada yang aneh dari pola pikir sebagian orang di Kementerian Kominfo. Internet yang tak pernah padam 24 jam penuh setiap harinya, hanya diminta untuk diawasi mengikuti jam kerja pegawai negeri sipil (PNS). Keanehan ini pula yang kerap menghambat kinerja Indonesia Security Incident Response Team On Internet Infrastructure (ID-SIRTII)--sebelum akhirnya mati suri, akibat imbas restrukturisasi direktorat di Kominfo. Bukan sekali dua kali pola pikir yang bertolak belakang ini kerap memicu permasalahan antara orang-orang di Direktorat Jenderal Pos dan Telekomunikasi (sekarang Direktorat Penyelenggaraan Telekomunikasi) dengan tim di ID-SIRTII. "Ini selalu jadi perdebatan tak berujung, orang-orang di Postel maunya kita kerja mengikuti jam kerja mereka, nine to five. Sementara internet itu kan 24/7. Kalau ada apa-apa setelah jam kerja, apa Postel mau nanggung ?" keluh salah seorang staf ID-SIRTII yang tak mau disebut namanya kepada detikINET , Jumat (4/2/2011). Masalah jam kerja merupakan sekelumit kisah birokrasi yang berseberangan dengan fungsi ID-SIRTII selaku lembaga pengawas internet. Ditjen Postel Kominfo, menurutnya, ingin menerapkan aturan sesuai ketentuan kontrak baku yang mengacu pada Keputusan Presiden No. 80/2003, namun di sisi lain ID-SIRTII juga punya kewajiban yang tak bisa diabaikan. "Mekanisme administrasi kontrak standar sebagai tenaga ahli perorangan di pemerintah itu basis remunerasinya man/hours bukan deliverables. Jadi nomor satu absensi, kedua laporan," keluh orang ID-SIRTII itu. "ID-SIRTII itu lembaga teknis yang memberikan managed and shared services, terutama kepada industrinya bekerja selama 24/7 arround the clock, deliverables nomor satu adalah keamanan infrastruktur internet kita, koordinasi dengan semua stakeholder termasuk counter part di luar negeri. "Dengan objektivitas seperti itu, yang seharus dituntut dari personil ID-SIRTII adalah dedikasi 24/7, integritas, profesionalisme dan performace, termasuk skill, bukan absen apalagi laporan. Kalau KPI serta objektivitasnya absen, nine to five saja. Nanti kalau ada insiden jam enam sore, ya entahlah." "Kenyataannya, kami sering dipojokkan sama orang-orang Postel karena dianggap bolos, tidak pernah ada di kantor. Padahal kami 24/7 selalu remote monitor dan akses ke site kita yang tersebar di 11 lokasi. Bahkan kalau ID-SIRTII masih jalan terus, rencananya bakal 33 lokasi ditambah remote di delapan kota." "Memangnya orang Postel peduli kalau kita kerja sampai subuh, mana bisa bangun jam 9? Kata mereka, kerjakan saja jam kerja. Apa kita nggak bakalan digebukin ISP kalau kerja cuma pas di jam produktif? Kalau ada apa-apa, apa mereka mau nanggung ? Hal-hal seperti ini selalu tidak bisa dipahami oleh birokrasi, kita disamakan dengan PNS saja." "Mereka (Postel) acuannya ketentuan kontrak baku Keppres 80/2003. Tapi masalahnya, lembaga ini bukan birokrasi, tapi untuk melayani industri," pungkas staf di ID-SIRTII tersebut.

XL Jalin SMS Donasi dengan 5 Institusi

Jakarta - Operator telekomunikasi XL Axiata bekerja sama dengan lima institusi mengembangkan program kesehatan, pendidikan, dan lingkungan hidup, melalui SMS donasi yang diselenggarakan pada pelanggan selulernya. Institusi yang digandeng untuk program yang berlangsung mulai 1 Februari hingga 31 Juli 2011 ini, yakni ICT Watch, Ikatan Dokter Indonesia (IDI), United Nations Childrens's Fund (UNICEF), World Wildlife Fund (WWF), Yayasan Cinta Anak Bangsa (YCAB).  "Dengan hanya mengirimkan SMS, pelanggan sudah bisa ikut membantu dan meringankan beban sesama," kata Direktur Commerce XL, Joy Wahjudi, dalam keterangan tertulis yang diterima detikINET , Kamis (3/2/2011). Menurut Joy, dengan dukungan pelanggan XL sebanyak 40,4 juta, diharapkan bisa terhimpun dana masyarakat dalam jumlah yang signifikan untuk membantu kelancaran program sosial tersebut. Pada program SMS Donasi ini, XL akan membuka lima kata kunci yang masing-masing meliputi bidang kompetensi para mitra instansi, yaitu pelayanan kesehatan masyarakat (IDI), kesehatan ibu dan anak (UNICEF), pengembangan anak mudah (YCAB), internet sehat (ICT Watch), serta kelestarian lingungan (WWF). "Dana yang terkumpul dari pelanggan XL melalui SMS Donasi tersebut selanjutnya akan disalurkan kepada kelima mitra untuk kemudian dikelola dalam suatu program dengan target dan sasaran terukur," pungkas Joy.

Google Tambahkan Fitur Check-In

Jakarta - Bisakah Google digunakan untuk check-in layaknya Foursquare? Ya, Google Maps versi 5.1 bagi Android nantinya bisa digunakan untuk check-in dengan memanfaatkan fitur Latitude. Latitude merupakan sebuah fitur dalam Google Maps, dimana tiap orang bisa saling berbagi lokasi, melalui foto wajah di suatu titik peta. Alhasil kita menjadi tahu posisi-posisi teman-teman Latitude kita. Seperti dikutip detikINET dari blog Google, Rabu (2/2/2011), fungsi Latitude baru tersebut nantinya bisa digunakan untuk meng update dan sharing lokasi secara otomatis. Tetapi saat ingin melakukan check-in , pengguna harus menambahkan konteks secara manual. Misalnya saat mereka ingin menambahkan caption ataupun foto. Karena fitur Latitude secara otomatis bakal mendeteksi lokasi, Google pun memberikan sedikit tips agar check-in menjadi lebih mudah. - Notifikasi: Hidupkan notifikasi check-in dalam settingan Latitude. Teknologi Canggih Bisa Ukur Respons Emosi

Jakarta - Dua ilmuwan dari Massachusetts Institute of Technology (MIT), El Kaliouby dan Rosalind Picard menciptakan Affectiva, sebuah teknologi yang bisa mengukur kadar respons emosi seseorang yang menonton sebuah tayangan video di web.  Teknologi ini dibuat Kaliouby dan Picard untuk membantu penderita autis atau gangguan emosi agar bisa lebih memahami emosi. Dilansir Mashable dan dikutip detikINET , Selasa (01/02/2011), Affectiva menganalisa ekspresi wajah tunggal yang berhubungan dengan kegembiraan yaitu senyuman. Selanjutnya, software akan mendeteksi ketika si penonton tersenyum dan dia bisa melihat apa yang disebut dengan 'Smile Track' ketika selesai menonton sebuah tayangan. Affectiva memang berpusat pada ekspresi senyuman, namun prototipe awal ini juga bisa menganalisa beragam ekspresi wajah yang sesuai dengan apa yang tengah dipikirkan si penonton. Baik Kaliouby maupun Picard melihat adanya potensi bagi teknologi pengukur emosi ini untuk pasar riset, pengembangan dan pengujian produk, keperluan medis dan tujuan akademik lainnya.

Juni, Manajemen Telkomsel Diperkuat

Jakarta - Menghadapi persaingan di industri seluler yang semakin ketat, Telkom akan menambah kekuatan di tingkat manajemen anak perusahaannya, Telkomsel. Direktur utama Telkom Rinaldi Firmansyah yang juga menjabat Komisaris Utama di operator tersebut mengakui, restrukturisasi akan dilakukan secepatnya menjelang akhir semester I 2010. "Memang benar akan dilakukan restrukturisasi manajemen Telkomsel dalam rangka menyesuaikan dengan perubahan lanskap industri," katanya di sela peluncuran Delima, di Gedung Telkom, Jakarta, Senin (31/1/2011). Rencananya jumlah direksi Telkomsel akan dimekarkan dari lima menjadi delapan personil. "Sekarang kita sedang diskusi dengan Singtel sebagai pemegang 35% saham untuk menentukan komposisi. Telkom tentu ingin mendapatkan jumlah dominan seperti sekarang karena menguasai 65%," katanya. Susunan direksi Telkomsel saat ini adalah Direktur Utama Sarwoto Atmosutarno, Direktur Keuangan Triwahyusari, Direktur Perencanaan & Pengembangan Herfini Haryono, serta dua orang perwakilan dari SingTel Direktur Operasi Ng Kwon Kee dan Direktur Niaga Leong Shin Loong. Pemekaran dilakukan dengan menambah direksi Sumber Daya manusia (SDM), Penjualan, dan Teknologi Informasi (TI). Telkom sendiri menginginkan posisi direksi utama, keuangan, operasi, penjualan, dan SDM harus diisi oleh perwakilannya. Kinerja Telkomsel sendiri pada 2010 dinilai tak secemerlang tahun-tahun sebelumnya. Meski demikian, Rinaldi menegaskan, performa Telkom secara konsolidasi masih menunjukkan angka yang bagus untuk tahun lalu. "Saya belum mau bicara kinerja karena masih dihitung. Telkom tetap tumbuh single digit tahun lalu," katanya. Telkomsel pada 2009 lalu meraih pendapatan sekitar Rp 40 triliun dengan jumlah pelanggan 82 juta nomor. Target pada 2010 adalah mendapatkan omzet Rp 44 triliun dengan jumlah pelanggan 100 juta nomor. Namun, pada tahun lalu pertumbuhan omset hanya di bawah 4% atau sekitar Rp 41,6 triliun dengan pencapaian 95 juta pelanggan. Sedangkan laba bersih hanya Rp 11,326 triliun atau turun 13,6% dibandingkan 2009 sebesar Rp 13,16 triliun. Rinaldi menegaskan, Telkomsel tetap akan menjadi kontributor utama bagi pendapatan Telkom Group. Itu sebabnya, pada 2011 ini 65% dari belanja modal sebesar US$ 1,6 miliar tetap akan disediakan untuk Telkomsel. "Dana belanja modal 80% dari kas internal, dan 20% dari eksternal. Untuk eksternal kita akan gunakan bank yang biasa bekerjasama seperti BRI, BCA, BNI, dan Mandiri," pungkas Rinaldi.

iPhone Segera Gantikan Dompet

Jakarta - Smartphone semakin pintar saja, tak terkecuali iPhone. Gadget besutan Apple ini akan menjadi pengganti dompet sehingga Anda bisa melakukan pembayaran hanya dengan mengibaskan handset tersebut di depan sebuah alat sensor. iPhone memang bukan yang pertama memperkenalkan teknologi ini, sebelumnya sudah ada beberapa model pembayaran yang menggunakan sistem serupa, namun masih terbatas pada produk tertentu. Sebuah laporan yang dilansir AOL News dan dikutip detikINET, Minggu (27/01/2011), iPhone atau iPad terbaru digosipkan akan dilengkapi chip Near Field Communication (NFC). Ya, teknologi NFC inilah yang memungkinkan iPhone bisa dimanfaatkan sebagai alat pembayaran. Di negara-negara maju, konsep sepertinya sudah cukup akrab di telinga publik. Contohnya, menggerakkan sebuah kartu di depan alat sensor saat akan melakukan pembayaran bahan bakar kendaraan bermotor. Teknologi serupa NEC memang sudah pernah digunakan di perangkat lain. Revitalisasi Telepon Kabel, IPTV Mulai Dilirik

Jakarta - Bertahan pada bisnis telepon kabel tampaknya sudah tidak lagi menjanjikan. Namun, tidak mudah meniadakan layanan telepon kabel saat ini, karena faktanya masyarakat masih banyak yang memerlukan layanan ini. "Untuk keperluan bisnis, memang telepon kabel belum bisa digantikan telepon seluler," jelas Eddy Kurnia, Head of Corporate Communication Telkom kepada detikINET, Jumat (28/1/2011). Menyadari fenomena tersebut, kini para operator telekomunikasi dunia mulai menerapkan strategi untuk tetap melayani pelanggan telepon kabel, sembari mengembangkan bisnis-bisnis baru dengan memanfaatkan infrastruktur yang sudah ada. Antara lain untuk mengalirkan internet kecepatan tinggi (broadband access). Berbagai upaya dilakukan operator untuk menghindari semakin anjloknya penurunan pendapatan dari layanan telepon tetap. Telecom Italia menempuh sederet langkah strategis di antaranya mengintegrasikan layanan suara dengan pita lebar, Manage Fixed Mobile Convergence, mempertahankan pelanggan segmen atas (high end customers), serta pengendalian cabutan di segmen pelanggan bawah (low end). China Telecom menggunakan strategi Integrasi layanan suara dan pita lebar (broadband services) dengan bentuk produk One Home. Strategi lain adalah melakukan bundling layanan suara, layanan nonsuara, dan layanan mobile. Tahun 2009 terjadi peningkatan permintaan atas layanan bundling suara dan data serta peningkatan rata-rata jumlah pelanggan pascabayar sebagai hasil dari digelarnya PLDT Landline Plus Telkom sebagai operator terbesar di Indonesia juga tidak tinggal diam. Menyusul perubahan portofolio bisnisnya menjadi T.I.M.E. (Telecommunication, Information, Multimedia & Edutainment), BUMN telekomunikasi ini semakin gencar berinovasi dengan menggelar layanan baru di luar InfoCom. Salah satunya mulai melirik layanan bisnis Internet Protocol Television atau lebih dikenal dengan sebutan IPTV, yaitu teknologi yang menyediakan layanan konvergen dalam bentuk siaran radio dan televisi, video, audio, teks, grafik dan data yang disalurkan ke pelanggan melalui jaringan protokol internet. Teknologi IPTV bukan sekadar menjamin kualitas layanannya, juga faktor keamanan, kehandalan serta mampu memberikan layanan komunikasi dengan pelanggan secara dua arah atau interaktif dan real time dengan menggunakan televisi standar. "Sedangkan pada sisi client atau user layanan ini dapat diakses menggunakan terminal PC/desktop maupun pesawat televisi dengan tambahan set top box (STB)," kata Eddy. IPTV berbeda dengan program video streaming yang disiarkan melalui internet. IP di sini berarti suatu metode pengiriman informasi TV melalui suatu jaringan IP yang aman dan bisa di-manage oleh service provider-nya, termasuk bandwidth dan aspek keamanan informasinya. Hal tersebut memungkinkan penonton menikmati layanan entertainment yang sangat memuaskan dengan kualitas siaran yang terjamin. Dengan kemampuan manajemen jaringan yang kuat, service provider bisa memberikan program hiburan yang memungkinkan pelanggan dengan leluasa memilih program yang akan ditonton. Dalam hal ini, masing-masing pelanggan bisa mengontrol layanan yang disediakan secara interaktif. IPTV memungkinkan service provider memberikan channel tertentu hanya kepada pelanggan yang memilih channel tersebut dalam waktu yang ditentukan sendiri oleh pelanggan.
