Pelanggan Telkomsel di Pekanbaru Mengeluh

Pekanbaru - Jaringan Telkomsel di Pekanbaru, Riau, dikeluhkan oleh sejumlah pelanggannya. Mereka mengeluh sering kehilangan sinyal di ponsel, sehingga komunikasi kerap terputus dan pesan SMS gagal terkirim. Kejadian seperti ini diklaim telah berlangsung lebih dari empat bulan lamanya. Kondisi dikeluhkan kian memburuk menjelang pergantian tahun ini. "Jaringan Telkomsel benar-benar mengecewakan sekali. Saat kita berbincang di telepon, tiba-tiba saja jaringan terputus. Setelah kita cek ternyata lambang sinyal tidak muncul di ponsel kita. Benar-benar kacau jaringan Telkomsel di Pekanbaru ini," keluh Ridwan Husein, salah satu pengguna Telkomsel kepada detikINET di Pekanbaru, Kamis (30/12/2010). Tidak hanya saat menghubungi saja yang terganggu, pengguna juga kecewa karena ponselnya tidak bisa dihubungi dari nomor manapun. Jaringan diklaim selalu error tanpa mengenal batas waktu. "Tiba-tiba saja nanti operator Telkomsel memberitahukan ada telepon masuk yang tidak terjawab. Itu artinya telepon dari manapun sulit untuk menghubungi ke nomor Telkomsel kita," keluh Risma Sudariati, pengguna Telkomsel lainnya. Selain sulit menghubungi dan dihubungi, pengguna Telkomsel lainnya juga mengeluhkan layanan SMS karena kerap tertunda pengirimannya atau gagal. "Setiap kita kirim SMS, selalu saja tertunda dan gagal. Kita benar-benar jengkel melihat jaringan Telkomsel di Pekanbaru yang tak becus ini. Tidak sama isi iklannya yang selalu mengaku jaringan nomor satu, faktanya jaringannya tulalit," sahut Herman, yang juga menggunakan nomor Telkomsel. Menanggapi keluhan tersebut, Aulia Ersyah Marinto selaku juru bicara Telkomsel, menegaskan bahwa kejadian tersebut mungkin hanya terjadi pada sebagian kecil pelanggan saja dan tidak bisa digeneralisir secara umum. "Kondisinya secara umum tidak ada masalah. Kalaupun ada keluhan, mungkin itu sebatas di wilayah tertentu saja. Tentunya, kalau ada masalah pada jaringan layanan pelanggan akan menjadi prioritas kami untuk diperbaiki," jelasnya. Telkomsel sendiri mencatat ada 3,7 juta pelanggan yang menggunakan jaringan selulernya di Riau. Menurut Aulia, di Pekanbaru ada sekitar 1000 BTS dan Riau sekitar 1500 BTS yang bisa melayani hingga 6,5 juta pelanggan Telkomsel.

Menkominfo Optimistis Target Desa Berdering 2010 Tercapai

Jakarta - Meski banyak yang meragukan, target pelaksanaan universal services obligation (USO) untuk program Desa Berdering dan Internet kecamatan diyakini Menteri Komunikasi dan Informatika Tifatul Sembiring bisa tercapai tahun ini. Tifatul optimistis, sebanyak 5.748 kecamatan dapat terkoneksi internet sebelum tahun 2010 berganti. Ditemui detikINET usai melakukan uji coba Desa Berdering Program USO di Kantor Kecamatan Cimahi Selatan, Kota Cimahi, Tifatul mengungkapkan optimismenya. Dirinya yakin dari waktu yang tersisa bisa memenuhi target USO di tahun ini. "Ini masih tanggal 27. Masih ada 4 hari lagi untuk tutup tahun. Bisa selesai lah itu," jawabnya saat detikINET mengungkapkan keraguan akan target tersebut, Senin (27/12/2010). Bahkan Tifatul menegaskan keyakinan tersebut dengan mengatakan bahwa pelaksanaan USO bisa sesuai rencana karena semuanya sudah siap. Hanya menunggu untuk diresmikan saja. "Sudah siap kok . Tinggal peresmian saja seperti ini," tegasnya. Wajar adanya jika Tifatul ngotot untuk bisa mencapai target. Pasalnya, Desa berdering merupakan bagian dari Program Kewajiban Pelayanan Universal (KPU/USO) yang terdiri dari tujuh paket pekerjaan untuk 32 propinsi di Indonesia. Tak heran jika USO menjadi salah satu priorotas program dari lembaga yang dipimpinnya tersebut. Disinggung sudah berapa USO yang sudah diresmikan, Tifatul mengaku belum memiliki angka pastinya. Namun saat ini sudah sekitar 4.000 USO diuji coba. "Saat ini sudah sekitar 4.000-an, nanti saya cek lagi. Pastinya nanti tanggal 29 Desember 2010 kita akan gelar konferensi pers akhir tahun Kemenkominfo. Nanti akan kita ungkap secara detil di situ," katanya.

1986 Linus (Benedict) Torvalds programmed its own driver for its floppy controller. He learned intensively hardware programming and became better knowledge about his Sinclair computer with Q-DOS. Additionally he provided his own programmer Tools. When 1991 the 386-Intel PC became modern, he got one PC to learn about the programming of 386 CPUs. As operating system the Unix derivate MINIX was used, he has know Unix already since 1990 from its university. Minix was developed by Andrew Tanenbaum as learning system and was particularly used at universities. The written book from A. Tanenbaum "Operating Systems: Design and Implementation" is about operating system concepts and Minix, which became the favourite book from Torvalds. The source code of Minix is open source, any modifications are bound to the license conditions.

Because he did not find the provided terminal emulator program in Minix acceptable, he began his project to code his own and better terminal emulator with more functions on hardware level. In addition he programmed his own drivers for the data medium access and the file system and others in assembler. With these functions the software becames the ability to upload and download from the Internet. In the line of the development terminal program got more and more functions so he made the decision to enhance it to a operating system. Its operating system was derivated from concepts of Minix but completely written from scratch beginning at the Kernel. After long programming evenings it was so far. Lycoris Desktop/LX

Lycoris was founded in the year 2000 and resided in Redmond/Washington. Based on Linux the Lycoris Desktop/LX has his strengths primarily in the simplified installation and user guidance, at the boot process only a small line of text indicates the consoles Shell.

Current version: build 75 (beta) test: July 2003
The installation routine of Lycoris desktop/LX (amethyst, beta) is a instant set up, no package selection or details for the application area are allowed. At least 850 MByte of free hard disk space are therefore needed. The installation turns out very simple, according to detail of used hardware (mouse, keyboard, network, printer,...) starts the installation and at the same time a card game. Windowmanager is KDE 2.2.2, the Linux Kernel version 2.4.20 is used, the booting manager is grub that can boot other system partitions too. After the restart the system is established and a detailed ShockwaveFlash presentation starts with the english speaking introduction into the Lycoris Desktop/LX. The DMA mode was already activated at all drives.
Different problems have been noticed because of the beta status, in the final version they are maybe solved.

- nvidia graphics board doesn`t use 3D support
- Sound is palyed with noise and interruptions
- DVD playback isn`t reliably

On 09-13-04 Lycoris gave his Linux distribution Desktop/LX in version 1.4 free for release. The new Linux Kernel 2.4.27 and KDE 3.2.3 are contained.

FAUmachine

FAUmachine (formerly UMLinux) is open source and runs completely in the user mode (not privileged CPU mode) of Linux. It can access directly the hardware and is transparently for use to the host. The main memory is provided virtually in a protected area. Depending on resources many UMLinux systems can run at the same time.

Caldera Open Linux

Caldera, Inc. was founded in October 1994 by Bryan Sparks and taken over in January 1995 as a society. In summer 1998 Caldera Inc. has founded two subsidiary firms. Caldera Systems, Inc. responsible for the development and sale of Linux based Linux products in his main area on the PC market for desktop and servers computers like OpenLinux and Caldera Thin Clients Inc. with focus at solutions for Thin clients and the market for Embedded Systems like Embedix (embedded Linux OS) and DR DOS. Corel Linux / Xandros

Corel Linux OS based on the Debian distribution this one has found worldwide big encouragement. The Linux division of Corel was sold to the Startup enterprise Xandros, inclusive of the developers in August 2001. Xandros has his headquarter in Ottawa, Canada. Jakarta - Grafis tiga dimensi (3D) kini bisa dinikmati sembari browsing internet sejak Mozilla menambahkan beberapa fungsi baru pada Firefox 4 beta. Dukungan 3D memang menjadi yang paling menarik perhatian. Dikutip dari News Factor, Sabtu (25/12/2010), tambahan dukungan 3D pada Firefox 4 beta ini berbasis WebGL, sebuah standar terbuka untuk mempercepat renderring grafis 3D di web yang membuat pengguna tak perlu menginstal plug in khusus. Dengan demikian, dikatakan Product Manager Firefox Mike Beltzner, para developer bisa membuat pengalaman visual 3D yang menakjubkan langsung dari jendela browser Window. "Firefox 4 beta kini mendukung WebGL untuk hampir semua kartu grafis built in modern, lebih memudahkan para developer untuk menciptakan game 3D interaktif, grafis yang hidup dan pengalaman visual baru untuk web tanpa menggunakan plug in pihak ketiga," terang Beltzner dalam blognya. Selain itu, Mozilla juga memperkenalkan beberapa perangkat tambahan untuk Firefox 4 beta versi mobile bagi smartphone berbasis Google Android dan Nokia Maemo. "Hal ini agar pengguna layanan telekomunikasi yang ingin mengucapkan Natal maupun Tahun baru dapat dilayani dengan baik. Meski BRTI tidak melakukan pengetesan secara langsung ke beberapa wilayah dengan drive test, BRTI akan tetap memantau performa kinerja dari para penyelenggara telekomunikasi," tegas regulator telekomunikasi tersebut, dalam keterangannya Jumat, (23/12/2010). Jaminan kualitas layanan juga menyangkut dalam penggunaan data, mengingat penggunaan smartphone dan jejaring sosial yang meningkat. Candaan tersebut dilontarkan SBY dalam video conference dengan Gubernur Jawa Timur, Sukarwo.
"Kumis Pakde Karwo jadi lebih terang gara-gara TV digital," canda SBY yang melakukan video conference dari Auditorium TVRI di Senayan, Jakarta, Selasa (21/12/2010).
Yang diajak bercanda pun tak mau kalah. "Dengan kumis ini justru bisa menimbulkan kemesraan dan menghilangkan kemiskinan," kata dia yang disambut gelak tawa para hadirin.
Sukarwo di sela video conference mengajak SBY berdoa agar Timnas bisa menang saat menghadapi partai tandang di Stadion Bukit Jalil, Malaysia, 26 Desember mendatang.
"Mari kita berikan doa restu untuk Timnas. Kalau Timnas kita menang, patut kita syukuri. Tapi kalau Timnas Malaysia kalah, juga kita syukuri," canda presiden yang diikuti gelak tawa para hadirin di acara peresmian tersebut.

Peluncuran Google TV Ditunda

Jakarta - Google TV yang sedianya digembar-gemborkan segera meluncur tahun ini harus mengalami penundaan. Karena hal ini, Google juga meminta kepada para produsen TV yang menjadi partnernya agar jangan dulu mengumumkan produk TV Google mereka. Ada apa gerangan? Rupanya, seperti dilansir Wall Street Journal dan dikutip detikINET , Senin (20/12/2010), penundaan ini harus dilakukan lantaran Google merasa masih harus meningkatkan kemampuan software Google TV sebelum produk TV berbasis layanan Google TV menginvasi pasar. Kendati demikian, Samsung sebagai salah satu partner Google dalam hal ini tetap akan meluncurkan TV web berbasis layanan Google TV sesuai jadwal, yakni pada ajang Consumer Electronics Show (CES) di Las Vegas, Amerika Serikat, awal bulan depan. Google sendiri belum secara resmi mengomentari alasan penundaan ini. Gina Weakley selaku juru bicara Google hanya menegaskan soal tujuan jangka panjang mereka berkaitan dengan layanan Google TV.  "Tujuan jangka panjang kami adalah berkolaborasi dengan komunitas produsen elektronik yang luas guna membantu mendorong TV generasi terbaru. Kami berharap dapat bekerja dengan mitra lain untuk menghadirkan lebih banyak perangkat baru ke pasaran di tahun-tahun mendatang," terangnya. TV berbasis Google TV memungkinkan para penontonnya bisa berselancar di internet menggunakan TV. Selain PHK Karyawan, Yahoo Juga Tutup Satu Produknya

Jakarta - Kabar minor dari Yahoo tak lantas berhenti dengan berita pemangkasan ratusan karyawannya. Laporan terbaru menyebutkan, raksasa internet itu  juga bakal mematikan salah satu produk miliknya. Korban penutupan ini mendera Yahoo Buzz. Laporan ini bukan lagi kabar burung, namun sudah dikonfirmasi langsung oleh Yahoo sendiri. "Kami terus melakukan evaluasi dan prioritas dari portofolio produk serta layanan kami, dan kami merencanakan untuk mematikan beberapa produk dalam beberapa bulan ke depan, seperti Yahoo Buzz dan lainnya," tukas keterangan Yahoo, dikutip detikINET dari News Factor Network, Sabtu (18/10/2010). Ya, Anda benar, sepertinya tak cuma satu produk Yahoo yang akan menjadi 'tumbal'. Mereka sendiri yang mengindikasikan bakal melakukan shut down terhadap lebih dari satu layanannya. Konon, korban selanjutnya adalah Delicous, MyBlogLog, dan Alta Vista. Namun untuk layanan-layanan ini, Yahoo masih belum memberi konfirmasi lebih lanjut. Sebelumnya, Yahoo telah memastikan bakal memangkas sekitar 4 persen jumlah karyawan mereka. Diperkirakan angka itu mencapai sekitar 600 orang karyawan. Kebanyakan adalah dari divisi produk. Meski demikian, Yahoo mengatakan akan tetap melakukan rekrutmen untuk hal-hal yang jadi prioritas. "Perubahan kali ini adalah bagian dari strategi kami untuk menempatkan Yahoo agar mendapatkan pertumbuhan revenue dan perluasan margin," sebut pernyataan Yahoo. Sejak 2009, bersamaan dengan masuknya CEO Carol Bartz, Yahoo mencapai peningkatan margin keuntungan. Tapi di sisi lain, pertumbuhan pendapatan mereka disebut terhenti. Bandung - Serius menggarap wilayah-wilayah pendukung kota besar, Telkomsel menggenjot infrastrukturnya. Kota-kota penyokong Bandung pun siap 'dimerahkan' oleh Telkomsel. Di penghujung tahun 2010, Telkomsel membangun sebanyak 25 Base Transceiver Station (BTS) di daerah Cianjur. "Penambahan BTS ini dilakukan karena semakin meningkatnya trafik komunikasi seluler dan  dukungan terhadap program penjualan produk kami di wilayah Cianjur," ungkap GM Sales & Customer Service Regional Jabar, Erick Noviantoro kepada detikINET , Jumat (17/12/2010). Hingga akhir 2010 ini tercatat ada 2.330 BTS Telkomsel di Jabar. Jumlah ini sudah melampau target yang telah ditetapkan di awal tahun 2010. "Tahun depan kita mulai fokus ke mobile lifestyle. Karenanya kita terus tingkatkan terlebih dahulu infrastrukturnya. Jadi saat kita sudah kuat infrastrukturnya, jualannya kan mudah. Dan pelanggan pun akan terpuaskan dengan pelayanan kami," katanya menjelaskan. Tak salah jika Erick, demikian pria ini akrab dipanggil mulai menggenjot pertumbuhan pasar broadband. Pasalnya, pembukuan dari broadband mengalami peningkatan yang signifikan. "Di Jabar, dari yang sebelumnya hanya Rp 3 miliar, langsung melonjak menjadi Rp 5 miliar di bulan Agustus. Kemudian bulan Septmber menjadi Rp 6 miliar dan Rp 7 miliar di bulan berikutnya. Saat ini revenue dari broadband mencatat angka Rp 11 miliar," ungkapnya.

9 Toko PC Dapat Penghargaan Kejujuran

Jakarta - Toko yang mempromosikan dan menjual piranti lunak asli dianggap sebagai toko yang 'jujur'. Sembilan di antaranya mendapatkan penghargaan karena 'kejujuran' itu. Microsoft menyampaikan, ada 20 penjual PC di Bandung, Jakarta, Makassar, Surabaya dan Medan yang telah ditangkap oleh pengacara Microsoft yang ditunjuk untuk membahas tindakan pelanggaran yang mereka lakukan. Microsoft menyebut tindakan hukum ini perlu demi melindungi mitra mereka. Konon, para mitra mengalami kerugian akibat adanya penjual yang 'tidak jujur'. "Tindakan-tindakan yang perlu dilakukan untuk melindungi mitra bisnis kami dan pelanggan yang jujur. Kami menerima banyak keluhan dari penjual PC bahwa mereka mungkin akan tutup toko jika mereka tidak dapat bersaing dengan tetangga mereka yang menjual PC baru serupa tetapi diinstal dengan software bajakan," sebut Jonathan Selvasegaram, Regional Attorney Microsoft di Singapura. Apkomindo Mendukung Dukungan pada program penghargaan itu disampaikan oleh Asosiasi Pengusaha Komputer Indonesia (Apkomindo). "Penjual komputer harus menyadari bahwa jika mereka menjual komputer yang diinstal dengan software bajakan, mereka tidak hanya mempengaruhi kehidupan penjual yang jujur, mereka juga menempatkan pelanggan mereka ke dalam resiko karena menggunakan software tanpa lisensi," tutur Suhand Wijaya, Presiden Apkomindo. Suhanda mengatakan, Apkomindo mau bekerjasama dengan Microsoft untuk memberikan wawasan pada dealer komputer soal software asli. "Software adalah jantung dari komputer Anda. Anda berisiko kehilangan data berharga, informasi pribadi dan akan mengalami downtime saat Anda menggunakan software bajakan," ujarnya. Menurut Elizabeth Wirapranata, Genuine Software Initiative Lead PT Microsoft Indonesia, Microsoft ingin terus menggandeng Apkomindo dalam menggarap pasar lokal. Termasuk lewat program Star Shop Award tadi. "Tim hukum kami di Singapura mengambil pendekatan yang tegas terhadap penjual PC yang terus menjual mesin dengan software bajakan, tetapi kami juga memberikan penghargaan bagi mereka yang telah melakukan hal yang benar," Elizabeth menandaskan.

Prinsip - Prinsip Desain Grafis

Dalam bekerja seorang desainer grafis harus mempertimbangkan berbagai prinsip demi mencapai hasil akhir yang baik. Prinsip-prinsip desain yang akan dijelaskan di bawah ini bukanlah sebuah nilai mati bahwa desain yang paling baik adalah seperti apa yang dikandung dalam prinsip tersebut. Tetapi sekadar anjuran beginilah seharusnya desain yang baik. Karena sesungguhnya tidak ada penilaian bagus atau jelek atas sebuah desain. Semuanya itu tergantung selera desainer grafis, klien dan khalayak yang menjadi sasaran pesan. Hal ini ditegaskan pakar desain grafis, Danton Sihombing dalam majalah Cakram: penilaian karya desain grafis sesungguhnya adalah menguji tingkat kelayakannya, dalam arti tidak ada karya desain grafis yang benar ataupun yang salah.

Prinsip - Prinsip Desain Grafis adalah sebagai berikut:
Kesederhanaan
Banyak pakar desain grafis menyarankan prinsip ini dalam pekerjaan desain. Hal ini sangat logis demi kepentingan kemudahan pembaca memahami isi pesan yang disampaikan. Dalam penggunaan huruf sebuah berita misalnya. Huruf judul (headline), subjudul dan tubuh berita (body text) sebaiknya jangan menggunakan jenis font yang ornamental dan njilimet, seperti huruf blackletter yang sulit dibaca. Desainer grafis lazim juga menyebut prinsip ini sebagai KISS (Keep It Simple Stupid). Prinsip ini bisa diterapkan dengan penggunaan elemen ruang kosong (white space) dan tidak menggunakan terlalu banyak unsur-unsur aksesoris. Seperlunya saja.
Keseimbangan
Keseimbangan adalah keadaan atau kesamaan antara kekuatan yang saling berhadapan dan menimbulkan adanya kesan seimbang secara visual. Prinsip keseimbangan ada dua, yaitu: keseimbangan formal (simetris) dan keseimbangan informal.

Keseimbangan formal memberikan kesan sempurna, resmi, kokoh, yakin dan bergengsi. Keseimbangan formal juga menyinggung mengenai konsistensi dalam penggunaan berbagai elemen desain. Semisal wana logo. Dalam desain kartu nama desain dibuat dengan full color (F/C). Tetapi dengan pertimbangan agar desain lebih variatif dan tidak membosankan, maka pada media desain yang berbeda Anda membuat logo tersebut dengan warna duotone. Nah, pada kondisi ini, gagasan variasi desain sebaiknya tidak diperlukan. Apa jadinya kalau logo tersebut adalah logo sebuah produk barang. Konsistensi juga sangat diperlukan sebagai kesan identitas yang melekat pada sebuah merek produk. Kita tidak mau konsumen sampai lupa pada produk yang dijual. Sedangkan keseimbangan informal bermanfaat menghasilkan kesan visual yang dinamis, bebas, lepas, pop, meninggalkan sikap kaku, dan posmodernis.
Kesatuan
Kesatuan adalah kohesi, konsistensi, ketunggalan atau keutuhan, yang merupakan isi pokok dari komposisi. Contohnya adalah ilustrasi, garis dan teks diberi raster sehingga memberikan kesan kesatuan terhadap pesan yang dimaksud.
Penekanan (aksentuasi)
Penekanan dimaksudkan untuk menarik perhatian pembaca, sehingga ia mau melihat dan membaca bagian desain yang dimaksud. Kalau dalam konteks desain surat kabar ini bisa dilakukan dengan memberikan kotak raster atas sebuah berita. Hal ini akan mengesankan pentingnya berita itu untuk dibaca oleh pembaca. Atau juga membesarkan ukuran huruf pada judul berita, sehingga terlihat jauh berbeda dengan berita lainnya. Penekanan juga dilakukan melalui perulangan ukuran, serta kontras antara tekstur, nada warna, garis, ruang, bentuk atau motif.
Irama (repetisi)
Irama merupakan pengulangan unsur-unsur pendukung karya seni. Irama merupakan selisih antara dua wujud yang terletak pada ruang, serupa dengan interval waktu antara dua nada musik beruntun yang sama. Desain grafis mementingkan interval ruang atau kekosongan atau jarak antar obyek. Misalnya jarak antarkolom. Jarak antar teks dengan tepi kertas, jarak antar 10 foto di dalam satu halaman dan lain sebagainya.

Dalam kesempatan ini, detikINET sempat melakukan pengetesan dengan memasukan data power point. Tak perlu waktu lama, Nokia E7 langsung medeteksinya. Pengguna bisa langsung mengedit seperlunya, sebelum langsung menayangkan via port HDMI. Caranya pun sangat praktis, pengguna yang telah terbiasa dengan ponsel Nokia pasti tak perlu waktu lama untuk beradaptasi. Dilihat aplikasi di dalamnya, handset ini telah memiliki beberapa aplikasi pre-installed dengan fungsi productivity seperti: Vligo, F-Secure, Quick Office serta World Traveler. Tak hanya itu ia pun juga dilengkapi aplikasi bisnis pre-installed seperti: Microsoft COmmunicator Mobile dan Joiku Spot. Sebagai bagian dari keluarga terbaru E-series, tentu fitur Map juga sudah termasuk di dalamnya. Pada kesempatan ini detikINET mencoba melakukan sharing suatu lokasi yang dicapture via Ovi Map, melalui Ovi Mail. Sangat praktis untuk menunjukan lokasi kepada rekan kita. LTE Harus Mau Berbagi dengan Konten Lokal

Jakarta - Pemerintah memang belum menetapkan jatah yang diharuskan untuk Tingkat Kandungan Lokal dalam Negeri (TKDN) dalam penggelaran jaringan 4G berbasis teknologi Long Term Evolution (LTE). Namun dipastikan, nilainya tak akan jauh berbeda dengan kewajiban TKDN sebelumnya. Menurut Anggota Badan Regulasi Telekomunikasi Indonesia (BRTI) Heru Sutadi, Indonesia telah terlalu lama menjadi bangsa yang konsumtif di sektor telekomunikasi. "Bangsa ini terlalu lama menjadi bangsa yang konsumtif untuk produk telekomunikasi, sehingga diharapkan dengan adanya LTE kita bisa mengembangkan industri lokal baik pengembangan chip maupun konten," kata dia di sela seremoni uji coba LTE di Wisma Ericsson, Jakarta, Selasa (14/12/2010). Heru menuturkan, kewajiban untuk menyisihkan sebagian besar belanja modal (capital expenditure/capex) operator untuk TKDN telah dimulai sejak lisensi 3G dikeluarkan pada 2007 lalu. "Kami memang belum menetapkan besarannya. Namun sejak 3G, 30 persen capex sudah mulai diwajibkan untuk TKDN produk lokal. Tampaknya kita akan konsisten menerapkan regulasi itu," kata dia. Pengamat telekomunikasi Gunawan Wibisono menilai, dengan belanja modal capex telekomunikasi yang setiap tahunnya bisa menyentuh Rp 100 triliun, pendapatan yang diterima oleh industri lokal tidak lebih dari 3%. Nilai itu dianggap terlalu kecil. "Kita selalu terlambat dalam teknologi. Akhirnya terpaksa pakai asing lagi. Satu-satunya peluang, pengembang lokal harus mampu manfaatkan peluang berkiprah di dunia broadband. Namun, berkenankah Ericsson (dan vendor lainya) membagi kue pada industri lokal?" kata akademisi dari Universitas Indonesia itu. Presiden Direktur Ericsson Indonesia, Mats Ottersredt, mengklaim telah coba menumbuhkan industri lokal dengan menggandeng akademisi dan para pengembang konten. "Kami selalu mendorong dan mengedukasi mereka untuk menciptakan konten yang bagus agar industri ini juga dinikmati oleh lokal. Namun kami hanya bisa mendukung mereka dari sisi konten saja, kalau dari sisi teknologi, itu masih area kami," tandas dia.
